I have received the following information from Central Bedfordshire Council

Good Morning

Many thanks for your email in respect of the Development Brief submitted for the proposed development site in Harlington (allocated site HAS20).

I am emailing to confirm that the Development Brief does not constitute a formal planning application and is not currently the subject to any current or ongoing public consultation undertaken by the Council.

As per the Councils adopted guidance on Development Briefs (which is available on our website using the link below), the Council does not conduct any public consultation on development briefs. Under the Councils process for considering Development Briefs the public consultation is completed by the applicant / developer who are required to submit a statement of community involvement (detailing the public consultation, responses and any subsequent changes to the brief) to the Council for consideration.

I trust the above provides clarity on the development brief process and confirms that the Council as Local Planning Authority do not conduct (and are not required to conduct) any direct public consultation on development briefs, rather the responsibility of this sits with the developer / applicant. I understand the applicant undertook public consultation, including an exhibition and leaflet drop to all Harlington residents in September.

As above, the brief itself does not constitute a formal planning application and if endorsed does not issue any formal planning permission.
